Oportun Financial Corporation has appointed Doug Bland as Chief Executive Officer effective April 20, 2026, and he will also join the company’s Board of Directors following a comprehensive search process. Bland brings more than 30 years of consumer financial services experience, most recently serving as SVP and General Manager of PayPal’s Consumer Business, where he oversaw global digital wallets, peer-to-peer payments, BNPL, and consumer and small business credit products.
He previously led PayPal’s global credit business, including revolving credit, unsecured lending, installment solutions, and small business lending, and spent nearly seven years at the company. Before that, he was President and COO of Swift Financial, a small business lender, where he built credit and compliance infrastructure and helped lead its acquisition by PayPal in 2017. He also spent over a decade at Bank of America overseeing small business credit strategy and product management.
