$NMAX Democrats starved Children for political points ahead of the elections. They admitted they shut down the Government as a means of leveraging the pain that it would cause to SNAP beneficiaries.
The President has some authority to move money or spend money under emergency declarations. However, that authority is limited to legislative language, albeit, there is an unresolved court case in regards to tariffs. So, we do not live in a cut and dry Government. There are exceptions to who controls the money based on past legislation.
