A company gets added to an ETF when its stock meets the fund's inclusion criteria (like market cap or sector) and an Authorized Participant (AP) delivers the actual shares, or cash equivalent, to the ETF provider to receive new ETF shares, effectively adding that company to the fund's portfolio and bringing it to the market. For passive ETFs, this happens automatically as companies cross index thresholds; for active ETFs, the manager decides, using APs to manage the underlying holdings.
