The "Divergence": A bullish divergence happens when the price hits a new low but momentum starts moving up. While a tiny wiggle on a 1-minute chart might show this, on any meaningful timeframe (daily or weekly), the stock has been in a long-term downward trend.
The Verdict
The person who posted that is almost certainly talking nonsense. They are likely a "bag holder" (someone who bought the stock at a higher price and is now losing money) trying to trick others into buying so they can sell their own shares and get out. In the industry, this is often called "pumping."
